Charles Durning stars as a self- serving vigilante who pays dearly for his crimes in this thriller about bigotry, hatred and vengeance. Set in a small farming town, the story begins with young Marylee Williams (Tonya Crowe) and her touching, innocent friendship with Bubba (Larry Drake), a good- natured, severely retarded man. Brooding, mean-spirited Otis Hazelrigg (Durning) resents their relationship. When Marylee's body is found bloodied and battered, Otis and three cronies assume Bubba has killed her. They find him hiding in a scarecrow and savagely gun him down. But Marylee is alive and Bubba was innocent. The vicious murderers, all upstanding citizens, go free. Then a mysteri- ous phantom scarecrow begins stalking them, dealing out hard, grisly justice in retribution for Bubba's execution.
